U.S Senator Chris Van Hollen (D-MD) has announced the introduction of two bills with Senators Amy Klobuchar (D-MN) and Tammy Duckworth (D-IL) intended to discourage U.S. companies from moving jobs and operations overseas and to ensure that data on tax havens and offshoring is publicly available. As provided in the announcement: The Removing Incentives for Outsourcing Act would: Institute a "per-country" minimum tax instead of a blended or "global rate" under current law and eliminate companies' ability to deduct 10 percent of their return on tangible assets before the tax rate on foreign income applies.
