On 8 August 2020, U.S. President Trump announced and signed an executive order (memorandum) directing the Secretary of the Treasury to use his authority to defer certain payroll tax obligations with respect to the American workers most in need. The executive order provides for the deferral of the withholding, deposit, and payment of payroll tax on wages or compensation paid during the period 1 September to 31 December 2020 with respect to any employee whose wages or compensation, as applicable, payable during any bi-weekly pay period generally is less than USD 4,000, calculated on a pre-tax basis.
