On 2 April 2019, Tunisia published in the Official Gazette the Ministerial Order of 25 March 2019 from the Ministry of Finance, which sets out a new blacklist of jurisdictions based on new criteria for preferential tax regimes (tax havens) introduced as part of the Finance Law for 2019. The basic condition for listing is that the tax rate of a jurisdiction or certain tax regime in a jurisdiction is lower than 50% of the Tunisian tax rate.
