On 13 September 2023, Romania's Chamber of Deputies (lower house of parliament) approved the ratification of the pending protocol to the 1993 income and capital tax treaty with Luxembourg. The protocol, signed 6 December 2022, is the second to amend the treaty and includes the replacement of Article 25 (Methods for Elimination of Double Taxation). The main change concerns the method applied by Romania for the elimination of double taxation, which is changed from applying the exemption method in general to applying the credit method.
