The Portuguese government has announced plans to move away from the country's current black list of jurisdictions to a list of non-cooperative jurisdictions focused on information exchange, which is seen as more important and the best way to discover and tax income that is hidden through privileged tax regimes. Government defined criteria include: The existence of information exchange mechanisms; A positive assessment of exchange practices by the OECD; and The absence of obstacles to fiscal cooperation.
