Oman has published Ministerial Decision No. 59/2021 and Ministerial Decision No. 65/2021, which establish the medicines, medical equipment, and foodstuffs that are zero-rated for VAT purposes. Both decisions are effective from 16 April 2021, which is the effective date of Oman's new VAT regime. Ministerial Decision No. 59/2021 provides that VAT zero-rating applies for supplies of medicines, herbal medicines, biological preparations, health (hygienic) preparations, food for medical use, and medical equipment approved by the Ministry of Health.
