Malaysia has published the Double Taxation Relief (The Government of The Russian Federation) Order 2025 in the Official Gazette, which provides for the ratification of the new income tax treaty with Russia. The treaty, signed 17 May 2024, will enter into force once the ratification instruments are exchanged and will apply from 1 January of the year following its entry into force. Once in force and effective, the new treaty will replace the 1987 tax treaty between Malaysia and the former Soviet Union as it applies in relations between Malaysia and Russia.
