The Hong Kong government has announced the publication of the executive order for the implementation of the pending income tax treaty with Estonia on 11 October 2019. The treaty, signed 25 September 2019 ({News-2019-10-08/T/2-previous coverage}), is the first of its kind between the two jurisdictions and will enter into force once the ratification instruments are exchanged and will apply in Estonia from 1 January of the year following its entry into force and in Hong Kong from 1 April of the year following its entry into force.
