On 27 July 2021, the Portuguese Secretary of Finance released a new dispatch (Despacho Nº 260/2021-XXII), postponing the requirement to apply QES on non-EDI e-invoices, e.g. PDF invoices, until 1 January 2022. Previously, this regulation was announced to enter into force on 1 October 2021. Starting from 1 January 2022, all non-EDI, incl. PDF invoices will be required to be signed with QES (Qualified Electronic Signature) to be considered valid for fiscal purposes.
