Finland's Ministry of Finance has issued a release on draft bill HE 77/2022 vp, which was announced in parliament on 20 May 2022. The draft bill provides for the introduction of a temporary VAT exemption on domestic sales of goods intended for free supply to persons fleeing the Russian invasion of Ukraine and intra-Community acquisitions from other Member States, as well as services related to such goods. Input tax on such sales would be deductible for VAT purposes, i.e., the sales would be zero-rated.
