Albania's Council of Ministers approved on 13 January 2021 the draft law for the ratification of the pending protocol to the pending 2009 income and capital tax treaty with Luxembourg. The protocol, signed 21 October 2020, amends the treaty to bring it in line with minimum BEPS standards and the standards for information exchange, including a new preamble and a new entitlement to benefits articles. Both the protocol and the treaty will enter into force once the ratification instruments are exchanged and will apply from 1 January of the year following their entry into force.
