The Netherlands Looking to Continue Tax Treaty Negotiations with Russia

The Dutch State Secretary for Finance has reportedly stated that the Netherlands plans to continue negotiations with Russia for the revision of the 1996 tax treaty between the two countries. The two sides began negotiations in 2020, but having failed to reach agreement, the Russian Ministry of Finance began the process to terminate the treaty at the end of the year. This follows an instruction from the Russian president earlier in 2020 for the Ministry to review and negotiate revisions to any tax treaties providing for a withholding tax rate lower than 15% on dividend and interest income.
