Having failed to reach agreement on revisions, the Russian government has approved a resolution for the termination of the 1996 tax treaty with the Netherlands. Negotiations to amend the treaty follow an instruction from the Russian president earlier in 2020 for the Ministry to review and negotiate revisions to any tax treaties providing for a withholding tax rate lower than 15% on dividend and interest income. Bill No. 1147902-7, which provides for the termination of the treaty, was submitted in the Russian State Duma (lower house of parliament) on 12 April with a proposed consideration date of 12 May 2021.
