The Netherlands and Zambia have begun negotiations for a new tax treaty to replace the 1977 treaty currently in effect. The negotiations with Zambia come as a result of the Netherlands' 2013 plan to update treaties with over 20 lower and middle income countries to include anti-abuse provisions and improve exchange of information and transparency. A new treaty will have to be finalized, signed and ratified before entering into force and replacing the current treaty.
