According to recent reports, Kuwait's Ministry of Finance is currently planning to implement a selective excise tax regime on tobacco products and energy and carbonated drinks from 1 April 2020 and a value added tax (VAT) regime from 1 April 2021. As a Gulf Cooperation Council Member State, Kuwait was meant to have implemented both regimes from 2018. To date, only Bahrain, Saudi Arabia, and the UAE have implemented both regimes, while Oman and Qatar have implemented excise tax regimes.
