It has been reported that on 1 December 2005, the State Secretary of Finance of the Netherlands and the Minister of Finance of the Netherlands Antilles signed an agreement to amend the dividend withholding tax rates under the Tax Regulation for the Kingdom (TRK).

Currently, the rate is 8.3% provided that the receiving company owns at least 25% of the capital in the distributing company and 15% in all other cases. The Agreement provides for a 0% rate for companies listed on the stock exchange, banks, insurance companies and pension funds. For all other companies, the rate will be 5%. However, the rate is 0% if the dividends are re-invested in "durable economic activities" in the Netherlands Antilles.
