France recently published the Decree of 16 February 2024 in the Official Gazette, which updates the list of non-cooperative states and territories. The list includes the following 16 states and territories: American Samoa, Anguilla, Antigua and Barbuda, Bahamas, Belize, Fiji, Guam, Palau, Panama, Russia, Samoa, Seychelles, Trinidad and Tobago, Turks and Caicos Islands, U.S. Virgin Islands, and Vanuatu As compared to the prior list, the British Virgin Islands have been removed and Antigua and Barbuda, Belize, and Russia have been added. Further, Panama and the Seychelles remain listed but the criteria (reason) for their listing is adjusted.
