The OECD, on 21 November 2014, issued a discussion draft for public comment on Action 6 of the BEPS Project which covers the prevention of granting treaty benefits in inappropriate circumstances. The discussion draft focuses primarily on the limitation on benefits provision and the principal purpose test.
