The European Commission has a issued a White Paper on the Future of Europe, which forms the Commission's contribution to the Rome Summit of 25 March 2017. The paper presents five scenarios for how the Union could evolve by 2025 depending on how it chooses to respond as a Europe of 27 (Member States).
