On 14 April 2025, Azerbaijan's State Tax Service (STS) announced the conclusion of the first round of negotiations for an income tax treaty, with plans for further negotiations to finalize agreement on certain articles. Any resulting treaty would be the first of its kind between the two countries and must be finalized, signed, and ratified before entering into force.
